MSPaint.  Small.  Simple.  Quick.  Easy.
At least for pixel art, anyway.

MSPaint for quick stuff, GIMP/Photoshop for more complex designs, sprite conversions, and just seeing if all the sprites/tiles look good together.

http://www.ticalc.org/archives/files/fileinfo/386/38615.html. (My brother coded it  :Dbiggrin.gif:Dbiggrin.gif:Dbiggrin.gif )

There will be some grey-functions intergated soon, but it's not everything done, yet...

i use MS Paint for all my stuff, small or large. It's just when I want to make an animation is when i use the Gimp. I just wish i could resize the sprites without loss of pixelness
