MSPaint for quick stuff, GIMP/Photoshop for more complex designs, sprite conversions, and just seeing if all the sprites/tiles look good together.

Paint can do all the easy stuff, in combination with XnView, anyway.
GIMP is kewl, but I don't get how to do stuff properly

i use MS Paint for all my stuff, small or large. It's just when I want to make an animation is when i use the Gimp. I just wish i could resize the sprites without loss of pixelness

I use photofiltre for most things, seems like a bridge between paint and paint shop pro and its free like paint
btw the one who started this poll spelled Photofiltre wrong

Oh, as graphic tool on calc (e.g.when I edit a tileset or a pciture file) I always use Draw'n map
And I recommend to use it cause compared to the Ti-OS-graph-screen
(You know, when you press [Draw] you get some commands...) it's really m
