I prefer to heal. Doesn't make logical sense, but then, neither does levelling up. :P

Current HP and current MP should increase by as much as max HP and max MP increase imo.

^Ideally that's what I'd like too, but they way my stat formulas are set up, doing it that way would be kind of annoying (hence why I didn't put it as an option) :P
I like the healing version because then when I want to do a full heal (like at an inn) I don't have to write a separate routine; i can just call the stat calculation one

In my RPGs, when you level up, your current HP increases by the same value as your max HP. In two of them you get healed when leveling up, though. I think that's what happens in Secret of Mana too. I don't like the idea of HP remaining the same, though. It looks weird when you level up when your HP is almost full then you end up with it not being even 60% full.
Don't make leveling up too frequent but don't require too much grinding either. Else it will be too easy and if there's too much grinding required people will get bored unless they love MMORPGs.

I'll try to use the equal increase method then, since that way when you level up I can show by how much every stat increases (which will be important later ;D) and I'll try to make up the extra space with moar optimizations :P
edit: although I see the poll shows an overwhelming majority for heal on level up...

Yeah if you can do it, I think it migth be the best idea. I changed my vote btw.
On a side note, in Mana Force 1, you could use easy mode where you got healed after every battle, but that game was setup for people who are new to RPGs and some battles were pretty hard near the end.
In some RPGs, when you win battles, you can regain some HP/MP or have bonus experience depending of what skill is equipped or if the game has bonuses when doing such actions/moves.

I voted for an increase of the amount that the bars increase, although a full heal also makes sense.

Normally leveling up also means you are getting stronger ina game and if you need to heal eat food, sleep, or use a spell I think possibly max increase and also heal or maybe max increase and minor heal, :angel:
