I do not know what type of battery the Nspire CX uses, but I heard that with some mobile devices, always keeping them at 0% or 100% reduced the battery capacity to hold a charge over time. However, since some batteries stop receiving a charge at 100% (which isn't really 100%) then it might be fine to charge it fully depending of the device/battery type. However what is exactly the calculator problem? Does the TI-Nspire simply refuse to charge? Does it always displaying the "Charging in progress" icon even when it's not plugged in? I am unsure if I could understand your question.
