nLaunch does indeed require users to read a README and follow detailed instructions.

Nobody complained that Omnimaga was only available in English, so nobody should complain that TI Planet is only available in French, most of all because (as Lionel said) the admins put additionnal work to translate most important pages in English.
And for the confusing navigation, I guess you are talking about smart navigation, that you can disable with "Désactiver la navigation intelligente".

I tried sending the OS as a document, but it won't let me.  It says that it's the wrong file type for the handheld.  The readme says that I need to have nsNandMgr on it first?

Then you simply didn't transfer it as a document ;)
Make a copy or a symlink of the OS file under the appropriate name, as described in the documentation, and it shall work.

Not necessarily, only if your calculator doesn't have boot2 1.4.1571.

well, regardless if I name the TNC file as"phoenix.tns" the calculator does not see it as a .tns.  The TI-nspire touchpad will only accept (I think) TNO  OS files, so maybe I will try renaming it as .tno

You have to change the ".tnc" extension to ".tns" and this is only possible if you can see the ".tnc". If you can't see it, you have to change the settings of your computer first (uncheck "Hide known file extensions" in the options if you're on Windows).
Right now you probably have a file named "phoenix.tns.tnc" but only see the first part of the name.

so I now have phoenix.tns on my calc, under nlaunch.  But now when I send it the nlaunch.tno, it says that the OS is corrupt and will not install on my calculator.  Retrying multiple times does not help  :w00t:

Some versions of TINC(L)S attempt to detect weird OS files, as an attempt to try and prevent people from using DowngradeFix (and nLaunch, as it uses the same vulnerability, but it was released after the faulty versions of TINC(L)S).
Of course, as a FLOSS program, TILP II SVN HEAD does not attempt to restrict users' right to tinker, and sends weird OS files just fine. On Windows, TILP II 1.16 and the newest betas (the latest posts of http://ourl.ca/4010 ) can be installed side by side with TI-Connect and TINC(L)S - but again, this will require applying instructions from a README properly.

so I have got TilP2 to recognize my calculator, I can see the files and stuff on it after installing the driver, but when I give it the OS update of nlauch.tno, it says Invalid packet. Cause: a transmission error.  Now TI Computer Link will not recognize the calculator.  
~ I have since given up.  The calc with be returned and a CAS bought from Ebay for $60; thanks anway

I found the library button!  Thank you God.  finally; it has a picture of a book on it and it's under the delete button on the right hand side; in order to run the programs I aforementioned trying to do, you must have a CAS nspire, it cannot be a regular TI nspire.  so in scratchpad you hit that button, go to 6, and there should be all of your programs.  A good link to buy the CAS if you don't mind refurbished, the one I bought looks and works fine.  $60
