Tilp currently has crappy support for folders on the Nspire. It's not possible to use subfolders nor the root for this reason.

Is it possible to move a file on the nspire itself?

Yes, you can use copy/cut and paste in the file browser, which can be found in the menu or by using [2nd] +[C]/[V]/[X]

Yes, select the file, press ctrl+menu, and cut. Then go to the target folder and ctrl+menu, paste.
Also ninja.

I've heard (from a dev) that folders were never really looked into because the devs thought nobody really used nested folders

Same. My gbc4nspire folder is such a mess that I want to keep it out of the other folders.
