Nope. It was released for families who couldn't afford the more expensive 82 at the time, uses a proprietary CPU that runs at 980 KHz (even slower than the TI-81) and although it has slightly more RAM and commands than the 81 (such as For(), Then, Else, End), it lacks some that the 81 had and it's several times slower. It also breaks easier because it's made of really cheap plastic. Just bending the calc a bit or leaving it under a stash of 6 calcs for a while is enough to mess up the LCD permanently or worse.

Also with your TI-80, you could experience the speed of 84+CSE program editor scrolling before other people. i never coded for it, though, because I was too used to the freedom I had on the 83+. (Getkey, pics, output, more drawing commands, RAM, fast Disp scrolling), ASM libs)
