True. Just blacking out a website won't do anything. The only thing that could work that way is if a big enough site like Google, Facebook, Youtube or Twitter decided to shut down not just for one day, but until the CISPA/ACTA/SOPA are officially dead, with promises that they won't be back under a new name, then maybe the government might change his mind, since just 10 minutes of Google downtime is enough to impact stock exchange.

Even massive real life protests would probably not do much unless they disrupted the economy or most people's lives or were as violent and massive as Arab Spring. The issue is that many people don't care enough about their Internet rights to make a huge deal about it, especially considering just 20 years ago, almost nobody could access the Internet and people lived their lives fine.

A black market internet would be nice, assuming it involves getting connected to it. WHat if in the future someone decided to do a massive network that allow people to connect to the Internet for free from almost anywhere in the world, legally, if that doesn't exist already? If most people could get online for free, with less restrictions, maybe that might finally give the incentive to ISPs to reduce their prices? I mean, we are in an era of public wi-fi everywhere, even in public transit vehicles, yet we still have to pay $29.95 a month to have a decent Internet connection at home. Even essential but very old services such as a residential phone line are still not free.
