It's for manipulating and doing things to existing programs that weren't designed to do it.

Also, the 32-bit version is free, I think through version 2.1.

I was using it to hook the network functions to a game to block an exploit that crashes you from reaching my client(I was bored. :P)

Oh, and this isn't a joke, I don't think.

Nah I'm pretty sure they are made by a defense contractor.
But they use a lot of windows based apps

Yeah, 10 year old circuit boards at that. However, the military a) Has no sense of "market price" and b) puts everything through a billion tests, which is most of the cost.

At least in the American military's case, the latest gaming consoles have more advanced chips  than even our latest missiles :P

It reminds me how our government wants to pay $15 billions for 65 new planes, while they could simply buy older ones from other countries for cheaper. I mean we could even get more for a lower price, plus Canada isn't in constant danger of being invaded or involved in massive wars.

The US is in danger of that, but we still use very outdated techology.

The Most recent version of the "Abram" Tank came out(entered general production) about 5 years ago and still only one base in the US has them

But wtf ... even M$ software can't be that expensive, can it? $999995 is the kind of price you put on software to prevent anyone except criminal hackers from buying it.

It legitimately costs that much, mostly because there are very few places where it's worthwhile to use. Basically, you're using it for anti-virus or viruses.

They're highly specific limited uses that MS has spent a long time developing for, they need to recoup their development costs somehow.

Basically, it takes highly skilled labor to produce, therefore they spend a large chunk of change. There are few buyers, so they must charge a lot to make their investment back.

Those few buyers are places like McAfee and Symantic, too, so  they are willing to shell out the large sums of money for it.
