13.

14.
Doctor Who (Tom Baker)
Brown Trenchcoat, long as possible scarf with any combination of red, green, yellow

15. Doctor Who (David Tennant)
Brown suit over blue suit, red tie, nerd glasses

Section two misc props

Paper makes good moustaches, glasses, and beards in a pinch
Toilet paper tubes taped to a legal sheet of paper for an 18th century wig
Sheets make good robes
Don't worry about exact colors or even using all of the colors in a prop according to te original, a Tom Baker costume with a red scarf would get the point across
Use the clothes you already have
Be simplistic.

I'm not worried about SOPA creating censorship, that will not stand for long. I'm worried that they'll succeed in stopping piracy!

Yes, but given that you have the materials, you can make these costumes while running even. That's the point. And I spent over an hour on this...

That is very stereotyped.

I will update the post to be a tut on how to make really quick disguises. I did a wizard disguise this morning with a grey shirt and a sheet. The shirt was the beard. The new one will be moved to misc discussion as it is a tut.
