Um, sorry to burst your bubble, slight problem with that. What makes a super-computer so good is it's hardware. The operating system is software. So shrinking a super computer would render it useless because you would fit worse and smaller components into it. (less RAM, worse processor). Thus the OS would be the same (even without the better hardware if it's a calc OS), if not a little bit more optimized. (maybe) :P

Plus, Hardware is tangible, software is a program so it is not. (unless you count electrons running around, in which case it really is tangible, but just to small)
