I was nervous that I had hearing damage then I realized my volume was off.

oh and i here this noise all the time like when i plug my phone in ds ect i here the electrical noise from chargers

I can hear it, but are the tiny speakers in cell phones able to reproduce that frequency?

One odd thing with high frequencies is how the loudness seems to change dramatically just by slightly changing your position.

You know, sometimes in silence and stuff, my ears will start ringing at almost that exact same freqeuncy...
Oh, and I can hear the TV's and stuff too. 
[sidestory]For that matter, we have these lights in our basement that emit a noise a bit lower in freqeuncy, but much louder than that.  They are bar lights, so whenever they my parents do something in there, they will turn turn them on.  If me or my sister are down there we complain until they turn them off, though my dad still thinks we're crazy because he can't hear it.  My mom can't hear them either,  but she believes us...[/sidestory]

I notice that ringing in silence, too. Are your bar lights on a dimmer or are some kind of miniature fluorescent lights? Some dimmers or electronic fluorescent ballasts can make high-pitched sounds like that, too.
