Also my cities Football team won the nation-wide championship here a few years ago and they made the captain mayor of the town for a week.

In Montreal's case, the second last mayor was arrested for corruption with the mafia, then a new one was temporarily elected until the next elections, only to be arrested for the same thing as well. I wouldn't be surprised if the current one suffered the same fate too because it's just out of control now. >.<

In Glendale's case, they are almost all senile it seems. There were people watching the city councils or attending them during the whole hockey team fiasco and they seemed to have absolutely no clue what they are doing and most are like 90 years old. I guess there's just nobody younger that is interested in politics there, so I can't really blame them if it's due to their age. >.< But it was kinda sad to watch because the way they oppose to suspicious deals and stuff, it's almost like if I always left my appartment door open with my wallet right there on a table, full of money, without bothering to check, and that with the next power/internet/rent bills arriving soon.

Although if it really got worse in Montreal (to the point where it's dangerous for citizens), it could lead to many people leaving then the city slowly becoming Detroit II.

That said, even with a good mayor that won't let himself be controlled by mafia, bureaucracy or such stuff, it can also have adverse effects, since some people will feel like he acts a bit like a dictator and some others might not like the noise from the extra events he brought to the city. If you check recent census estimates, apparently Quebec City population barely increases anymore (like 0.5% ish in 2012) and in Old Quebec it even declined in recent years. I doubt it can be as bad as in a dangerous cities where citizens are in constant danger of getting beaten down, though.
