Perhaps replacing the minimum respect requirement with a minimum post requirement? If the intent of the restriction is to prevent new users from making drama out of downvotes, that seems to make more sense.
[...]
I'm still in support of the whole minimum respect thing, but now that you mention it, it would seem like a good idea to impose the restriction using both respect, and post count. Minimum respect so the person has an idea as to what's acceptable in the community, and a minimum post count to give the person enough time to figure out what the community standards are. Once those two are satisfied, it becomes more unlikely that they'll start up respect drama because, as you might have suggested, they ought to know better.

Believe me, it took a good while for me to figure that stuff out, and now look at me. I turned into an ancient red CFD, and I'm proud of it. :P For those who get the joke, don't spoil it, plz?
A Cherry-Flavored Iambian draws near... what do you do? ...

I agree with the notion of lowering the respect requirement. I think that, for many, it is too high of a number to easily get to.
Also, I think this encourages people to start making posts just for the sake of getting respect and they would make those kinds of posts on purpose just for the respect, rather than making them innately as we ought to be promoting. 10 - 20 would perhaps be a good target number as it would be a number that would take time to get to, but it would still be something that people know they will eventually obtain. Not a high number that would make people want to "cheat" to get to. :P

Other than that, Thank you so much for finally making this possible! :P

Spoiler For IMPORTANT NEWS!:
Late last night, Quebec was invaded by a group calling themselves, "Omnimaga". Not much is known about these mysterious people except that they all carried calculators of some kind and they all seemed to converge on one house in particular. Experts estimate that the combined power of their fabled calculators is greater than all the worlds super computers put together. The group seems to be holding out in the home of a certain DJ_O, who the Omnimagians claim to be their founder. Such power has put the world at a standstill with everyone waiting to see what the Omnimagians will do...

Wait... This just in, the Omnimagians have sent the UN a list of demands that must be met or else the world will be "submitted to the wrath of Netham45's Lobster Army". Such demands include >9001 crates of peanuts, sacrificial blue lobsters, and a wide assortment of cherry flavored items. With such computing power stored in the hands of such people, we can only hope these demands are met.

In the wake of these events, we can only ask, Why? Why do these people make these demands, what caused them to gather, and what are their future plans...

Yeah in the past I noticed certain people for example just posted new project threads before the project reaches a presentable state just to get extra points and I even saw people begging for respect points. Although this rating system is at the mercy of the Internets and inside jokes or funny ones ends up with lots of rating like on Youtube comments, or friends/allies of certain people rating each other's posts, it should at least in general be to represent if a member who have been around for a while contributed positively to the site. If you only post random messages that are like 3-4 words long and barely anything relevant, or if you are consistently rude to other people, it's inevitable your note will be much lower. Also the rating system tends to make people be more careful about what they post.

I support this. Our previous policy on the respect system has always been to deal with those who abuse it on a case-by-case basis, and 500 posts is a pretty reasonable number.

IMHO I think people with low post counts should be allowed to view what post they got rated on, assuming they got around 20-30 posts or higher, regardless of their rating, because what if a newbie wants to know what he did wrong?

In case of newbies I would assume that it'd be easier to find the posts that got rated since there are fewer posts that could be rated.
