In fact, I wouldn't be surprised if OS 3.0 for the regular Nspires removed it too. TI stopped distributing the 84+ keypads with new Nspires and last Summer they discontinued the 84+SE in some countries. Maybe they're trying to force people to buy both calcs or want to make sure there are no games possible on the TI-Nspire. However, the design was really flawed anyway: Qazz's calc broke because of constantly swapping keypads.

Yeah, they don't usually make color Passive LCDs (ones with blur are passive) It would be hard to find color screens that weren't active, or TFT, nowadays. Besides, if it has a backlight too, then I would say it is definitely active.
