They have one, but he (chronomex/Duncan Smith) is just lazy and/or rather busy.

Nah, Ticalc.org was just kinda dormant at the time. They're doing much better now. Back then they would have needed much more active staff. Now they would probably need one, like a co-news editor, because the two current ones are doing a great job, but when they're busy news starts falling behind considerably. 1381 files was a record set in 2003 I think. I never saw the pending queue reach 600 afterward, although it happened quite often. I remember when new files would be approved, the front page had like 200 listed. I wouldn't be surprised if this was why they started losing traffic, too. I'm glad ticalc got their act together 2 years ago and added Nikky and Travis. I hope Duncan/Chronomex starts processing reviews again, though...
As soon as a program is posted in a news article there, it gets a green icon besides its name. All programs from December 1st of the previous year until November 30th of the current year are eligible for the current year POTY. They used to feature files even if no news were posted about them, though.
