Actually the power requirements to manipulate rime are so much that on a few titans (strongest GEH) can handle it. And not many most were impartial due to the fact that during war they were untouchable (think of one person taking put a whole army) so yeah...they let the past flow the way it did, but with a few alterations, but nothing major. Also due to the power requirements need actually traversing time was seldom done. But slowing down/speeding up the events around you happens often ( which is why they are so poweful, it's easy for them to literally run circles around you :p).

Thanks for the input! Hmm, that does seem like a good possibility, but remember that this is 90 years from now so who knows how it will end up...also stay tuned, I will be adding more to the timeline, due to the fact that I have a large section from 4000 on written down that I will add. Also talking about the GEH's why there are so many kind of has to do with the few that can manipulate time, they came back and started manipulating DNA right around now. So it has a good possibility of this happening, and there are some naturally born GEH's.

Yeah, Canada is the same, but I think 18 is the lowest for legal age, and 14 is the lowest for working age
