You have to be a coder to join the staff, but you don't have just to join.
It's already good enough you are interested in calculator projects  

I can barely program myself, but I know, if you take your time and ask some help if needed (which you can always do at Omnimaga, I assure you) you can become a decent TI-Basic programmer, one day maybe even ASM!  

A good help for learning TI-Basic can be http://tibasicdev.wikidot.com/ , as DJ Omnimaga always suggests  
Really, a lot of stuff, not to say, everything about Ti-Basic can be found on there.
