You can create Library documents (you have to place them in the folder MyLib).
The functions inside will be available to other documents then under the name docname\funcname(). I think the nspire manual has more about this topic 743

Sadly enough it isn't the correct serial cable.
This cable is USB <--> Standard serial, the voltage is too high for the nspire to handle. You need a TTL version of it. You can make it yourself, or buy one. They are mostly marketed as FDTI adapters, and cost about $12. 746

Try to see if you can start in safe mode (press f8 during boot).
