Axe apps still need to be signed to transfer to another calculator, but at least it won't delete itself.

Hashing the application will take about 4 seconds per page on a TI-83 Plus BE, or about 1 second per page on a TI-83 Plus SE or TI-84 Plus. Once this is done, computing a new application signature will take about 50 seconds on a TI-83 Plus BE, or about 20 seconds on a TI-83 Plus SE or TI-84 Plus.

The problem is that some people do not have a computer at all (or any suitable access to one). JustCause comes to mind.
