Does DCS7 require xLib be on the calc to use xLib functions? Or is it built in to DCS?

It's build in.

Due to dissatisfaction, I will be inactive on Omnimaga until further notice. (?? THP hasn't been much success and there's also the CE. I might possibly be here for a while.)
If you want to implore me to come back, or otherwise contact me, I can be found on GitHub (bluebear94), Twitter (@melranosF_), Reddit (/u/Fluffy8x), or e-mail (if you know my address). As a last resort, send me a PM on Cemetech (bluebear94) or join Touhou Prono (don't be fooled by the name). I've also enabled notifications for PMs on Omnimaga, but I don't advise using that since I might be banned.

Yes, although the standalone app doesn't.

Just keep in mind that there might be a few backward compatibility issues in the DCS7 version of xLIB features. Those compatibility issues aren't as bad as with Celtic III, though (Celtic III integrates xLIB as well and DCS xLIB is based on Celtic III, but most bugs were fixed)
I believe there are some patches by ThePenguin77 that fixes xLIB compatibility issues under OS 2.55MP.

Yes, DCS has it's own libs, xLib, Celtic III, PicArc and a bit of Omnicalc built in, and I must say with all those libs togeather you can make very powerful basic games.
