can i add numbers to avariable like this

a:=1
b:=2
b:=ba
b:=21

no multiplication wanted

It's not possible this way but you can do :
b:=b*10^(int(log(a))+1)+a
This formula will give you what you want but I'm not sure about syntax on the Nspire.

tat would give 200 with the example numbers $:-\$ , and if i use bigger numbers like 97 and 84 it gives me 9.7E87, any other ideas?

Weird I tried it on my 84+ and it worked fine.

Weird, I just tried on my CX CAS and it worked fine too.
Are you sure that what you are writing is actually b*10^{int(log(a))+1}+a and not b*10^{int(log(a))+1+a} ?
